Version bump 0.2.0-lineage 0.3.0 -> 0.3.1, produced by scripts/publish-update.sh 0.3.1 from merged main (eb1af5b).

Why: two sessions each published a "0.3.0" on 2026-09-05 within ten minutes. The updater-hardening release (MMDB-2681) went out first and is what is installed on Ben's Mac; the OneDrive-transport release (MMDB-2631) then overwrote the public feed with a build that lacked the hardening. An installed 0.3.0 can never be offered a same-numbered feed, so 0.3.1 from merged main unifies both features on one feed.

Verified publicly before this PR: appcast.json = 0.3.1 with notarized=false and teamIdentifier=PWMCBMX5M8; sha256 ead512dc2630be05751a53c42606461c363d2270fbdeb87a1e2fa4c4dad15008 matches a fresh download of Redline-0.3.1.zip (862058 bytes); Redline-0.3.1.dmg and Redline.dmg both 200 (1243118 bytes); appcast still 200 under a 12 KB Cookie header; the unpacked build is 0.3.1, signed with TeamIdentifier PWMCBMX5M8, and contains both the OneDrive rows and the updater-hardening rows.

Not verified: the real iPad round trip through Files > OneDrive; installing the update on Ben's Mac is Ben's own click. A follow-up branch feat/check-updates-feedback-20260905 (MMDB-2697) adds a timestamped result to the existing "Check for updates" row and is NOT part of 0.3.1.
